Standard/definite interpretation then: The first 5 are out of the question. If it takes 7 CGs to restrain PM, the CM being the near equivalent to that, and ORT being the hands down top, then that should be fairly obvious. Which leaves 16 DAAs since the other ones are sealed or destroyed. In order for the "generally/basically" to match, at least half of these should be fairly even fights for Servants.

Past rationalization:
El Nahat - shouldn't qualify for beatable since on a 1 on 1 fight, it will pull off the equiv of a suicide win.
Sumire - has access to Marble Phantasms
Altrouge - just because.
Nrvnqsr - just because of the can't be fully destroyed by 30% Arc
Van Fem - # of super golems
Tatari - not a matter of beating but surviving
Fina - powerful pirate ship that's the equal to the golems
Rizo - time curse
Einnashe - awful environmental conditions
Stanrobe - just a big ghost now
Merem - # of super demons

Which would leave only 5 where the "have the slightly upper hand" would apply, which really doesn't work with the generally comment.

Current rationalization
Merem - demons are divine beast class which are each as powerful as a DAA; therefore he should also be in the top
Gransurg - put in the top tier even in TH2
Ortenrosse - 4000 years of pure muscle power and being described as being powerful
Van Fem - super golem force should overall be the equivalent of Merem's demons
Everyone else would be exactly the same

This doesn't work either.

So an analysis of what the whole point of the descriptions of the DAA were about; everybody's supposed to be a weirdo. There is no average DAA, so they're all going to have some weirdass ability, but that still doesn't make them particularly powerful than each other.

Merem - may have the equivalent of 3 DAAs worth of power, however, coordinated attacks with each shouldn't be possible and the 3rd final one isn't something he wants to use; cost performance is pure meaning use of it is more of a trump card and/or has significantly high vulnerability. 1st has no special abilities other than unique size. Therefore, what should qualify as being a DAA that can fight 3 times longer than the average DAA. Divine beast level should make the whale dog at least very durable.

Sumire - versatility-wise MPs are superior to NPs; however in terms of just one ability, NPs ought to offer greater power; further the true meaning behind MPs are more along the lines of what people generally think of elementals; nature being an extension of the body; fire = my hand, etc. Variation might differ on extent of imagination and single body base, but if MPs are supposed to be a natural ability of seirei,it wouldn't be too out-of-hand to assume that this is what a general MP ought to be.

Rizo - immortality by time curse; however, just like Fina; is defeatable by Merem which implies there are ways to get around the curse; further; if the phrase stronger phantasms crushing weaker phantasms is going to work; probably something along the lines of a high-grade time curse NP ought to work in over-writing the curse. Nature of curse possible being more along the lines of Fragarach's time/paradox erasing effect?

Fina - partially same as above; probably no-less than anti-fortress level being necessary.

Nrvnqsr - energy requirements definitely exist so while complete destruction will be unlikely, driving him back would suffice. Also, description/depiction-wise, the only one who fits the definition of "numbers".

Ortenrosse - 4000 years of existence; no alien/unique abilities but possibly superior physical skills? Doesn't seem necessarily unkillable by normal concepts.

Einnashe - implied as being fortress-level threat; core exists; but mana drainage means weakenned NPs - destruction from outside feasable?

Tatari - destruction probably impossible but survival is; but otherwise not something to add to the list of sitting back without worrying.

Van Fem - probably the equivalent of Merem except coordinated attacks by golems should be more feasible; still not likely for a Servant win unless Van Fem is directly targeted or only 1 golem against a Servant.

Stanrobe - probably unlikely because it's a ghost.

El Nahat - same idea should still apply.

Which would still generally put DAAs in the advantage to the point that "generally/basically" still doesn't work unless some powers are being inflated.
